There is relatively no harm hanging a small object.

Peacock signifies beauty and dignity.
Because of the "huge eye" on a peacock feather, some say that it can drive evil spirit away. Sometimes, this can be found in some Chinese temples.
In Chinese culture, peacock is used much less than in Indian culture where there are more myth involved in it's use such as the peacock throne.
Predominantly, after the Manchus conquered China, manchu officials adorn hats with peacock feather.
Frankly, there is no specific location to place it.
