Dear Anon,
As Robert has mentioned, Chinese Lunar New Year does not always fall on the 4th or the 5th.
One good way to find out the dates is to go to this URL: http://www.3dglobe.com/fs/90-2010.htm
Under the above URL, you can check the `Start' date of the Chinese Lunar New Year from 1990 to the year 2011.
You will see that it does not always fall on 4th or 5th.
