Hi Henry,
Generally a wind chime should have hung on the outside rather than inside.
However, please take note about wind chimes as different number or rods or the type of materials the rods are made of can greatly have an impact if hung at the wrong location of the house.
Usually wind chimes can be used as a cure to cure different problems. But if hung at wrong locations where the elements are not needed etc, may cause more problems than good.
